Przeznaczamy rekordowe 6,5 miliarda złotych, by stworzyć 102 tysiące nowych miejsc żłobkowych – podczas poniedziałkowej konferencji prasowej w Podkarpackim Urzędzie Wojewódzkim mówiła Aleksandra Gajewska, wiceministra rodziny i polityki społecznej. To pomoże zlikwidować tzw. białe plamy na mapie, czyli miejsca, w których brakuje żłobka, klubu malucha, czy dziennego opiekuna.
– Today I am in Rzeszów, together with Mrs. Teresa Kubas-Hul, the Voivode of Podkarpacie and MP Joanna Frydrych, to take up a very important topic, namely the development of early childhood care – said Aleksandra Gajewska. – In Podkarpacie, 66 communes are so-called blank spots. They do not have either public or private early childhood care. There is neither a nursery, nor a toddler club, nor a day care provider. This creates a situation in which parents have no choice and have to organize care for their small children themselves.
She pointed out that 42 percent of municipalities throughout Poland are in such a situation.
– Our priority is to change this – she announced. – To this end, we have changed “Maluch+” into “Aktywny Maluch 2022-2029”. After the revision of the KPO, we are allocating a record PLN 6.5 billion for this program to create 102,000 new nursery places. This is a revolution, a huge challenge, the popularization of early childhood care. I believe that we will manage to achieve our goal, because it is an extremely important task, expected by society.
The deputy minister continued that very important changes have been introduced in "Aktywny Maluch". The main change is the one that interests local government officials the most and concerns finances.
– We have increased the amount of funding for the creation of one nursery place from PLN 35,862 to PLN 57,528. This is a significant change and will certainly improve the situation of local governments, which can still apply for funding under this recruitment – she emphasized.
She added that the flagship program of the Ministry of Family, Labor and Social Policy is also the "Active Parent" program. Let us recall. It introduces three new benefits for families with children up to 3 years old: "active parents at work", "actively in the nursery" and "actively at home".
– I am convinced that the system designed and thought out by us, whereby places are first created by the “Active Toddler” and then maintained by the “Active Parent”, will provide a sense of stability for local government officials who will want to create these places, but above all, it is an important response to the needs of residents – concluded Deputy Minister Gajewska.
Teresa Kubas-Hul, the governor of Podkarpacie, said that a meeting was organized on Monday at the Podkarpacie Voivodeship Office with all local government officials from all over Podkarpacie. - We provide them with important information in the area of crisis management, social policy, and civic affairs. Among other things, very good information regarding changes in the "Active Toddler 2022-2029" program.
The governor reminded that the recruitment is still ongoing. – This year we have 90 new applications. In most cases, the implementation agreements have already been signed. Several projects are still being considered. These agreements will also be signed soon.
– Co istotne, dla województwa podkarpackiego mamy jeszcze do dyspozycji kwotę ok. 224 mln zł. Będziemy zatem zachęcać wszystkich samorządowców do tego, żeby składali kolejne wnioski. Jestem przekonana, że przy tych bardzo korzystnych zmienionych warunkach finansowych zainteresowanie będzie bardzo duże i bardzo szybko tą kwotę zagospodarujemy.
Teresa Kubas-Hul added that the agreements concluded earlier, in 2023, are being amended. The increased amount of funding per child in a nursery also covers retroactive agreements.
– We will hold individual meetings. In particular, with local government officials from those communes where there are still the aforementioned blank spots on the map of the province. Our aspiration is to create at least one childcare facility for the youngest children in each local government – she emphasized.
MP Joanna Frydrych pointed out that today, when deciding to have a child, parents look ahead to see if there is a place where their child will be provided with care, help and support: - Until now, it also happened that mothers left the labour market because they had to look after their children themselves. They did not have financial support to be able to hire a nanny or leave their child in a nursery. Our idea is for parents to return to the labour market feeling that their child is actually provided with care and safety. Both programmes may prove to be support for stimulating demographics.

- In the Podkarpackie Province there are 272 childcare institutions for children up to 3 years of age, offering a total of 10,987 places, including 110 institutions with 5,855 places run by local government units.
- The programme’s budget on a national scale for the creation and operation of new care facilities amounts to over PLN 6.4 billion, including: KPO in the amount of PLN 2.73 billion and FERS in the amount of PLN 3.76 billion, taking into account national co-financing.
- So far, within the framework of the "Maluch+" program in the years 2011-2022, 3,099 places have been created in 85 municipal facilities and 2,782 places in 106 non-public facilities. The next edition of "Aktywny Maluch" is underway. In 2024 alone, 90 agreements were signed, including 78 agreements with local governments and 12 agreements with non-public entities. The total amount resulting from the signed agreements is over PLN 110 million, which allowed the creation of 1,153 places for children.
- The voivode’s secured budget for the entire program in the time perspective of 2024–2029 amounts to PLN 341 million (FERS and KPO together).
