W Podkarpackim Urzędzie Wojewódzkim (10 stycznia) odbyła się konferencja prasowa wojewody podkarpackiego dotycząca naborów między innymi w programach „Aktywne Place Zabaw” 2025 oraz „Aktywny dzienny opiekun w gminie 2025”.
Teresa Kubas-Hul, the Voivode of Podkarpacie, reminded that the 2024 edition of the program "Senior+" enjoyed great interest. The applicants were local government units. Funding was received by 48 communes, for a total amount of PLN 4,394,281.
– Another call for applications has been announced. Applications should be completed in the Senior+ Program application generator, then sent to the provincial office via the ePUAP platform by January 24 this year – the Podkarpackie Voivode explained.
Module 1 of the program includes one-time support for the creation, reconstruction or renovation, or equipment of support centers. The subsidy amounts to 80% of the total cost of implementing the task. A maximum of 400 thousand in the case of the Daily Senior Home + and 200 thousand in the case of the Senior Club +.
In turn, Module 2 is co-financing the functioning of existing (created under the Senior+ program in previous editions) support centers. Up to PLN 400 for 1 place in the Senior+ Day Care Center and up to PLN 200 in the Senior+ Club (where the amount of the subsidy cannot exceed PLN 50% of the total cost of implementing the task).
In the Senior+ Day Care Homes and Senior+ Clubs, professionally inactive people aged 60 and over can participate. It is encouraged to include in the offers (especially within the educational activities) all exercises and workshops that reduce the risk of dementia, as well as delay their advancement.
Regarding the program "Active day care provider in the commune 2025 it is addressed exclusively to municipalities in which there are no care institutions for children up to 3 years of age. Application deadline – 3 February 2025. Announcement of results by the Minister – 3 March this year. Funding applies to tasks carried out from 1 January to 31 December 2025.
In 2024, not a single application was submitted in the Podkarpacie region for the program, which was then called "First day carer in the commune".
The current 2025 edition is a complement to the "Active Toddler", which was not used by some municipalities, constituting the so-called "white spots" (there are 37 of these "white spots", but this also includes 10 local government units that participate in the Active Toddler, but have not yet signed the agreements or are waiting for the announcement of the recruitment results from the last edition, which ended on December 31 this year).
Therefore, the current recruitment to the “Active day carer in the commune 2025” programme will be carried out only within the scope of module 1, i.e. creating new places and maintaining them until the end of 2025.
The funding may apply to a maximum of 2 day care institutions, and the maximum amount is PLN 300,000 for the creation of care places (regardless of whether one or two institutions are created) and up to PLN 8,000 per month to cover the costs of current operation of care places.
Teresa Kubas-Hul, Voivode of Podkarpacie, also reminded that the total budget of the programme "Active Toddler" for Podkarpacie in the entire financial perspective is over PLN 350 million. As part of the previous editions of the "Maluch" program and the current "Aktywny Maluch" in the years 2011-2024, 4,138 places were created in Podkarpacie in 118 municipal nurseries, as well as 3,112 places in 117 non-public entities.
The continuous recruitment for the "Active Toddler" has already ended, but the recruitment for the next program has been announced - "Active Playgrounds" 2025 and will last until February 4. Announcement of results by the minister – until March 11 this year.
– This program is aimed exclusively at municipalities that run care institutions for children up to 3 years of age in the form of a nursery or children's club – said Teresa Kubas-Hul, Voivode of Podkarpacie.
The aim of the programme is to improve the conditions of children up to 3 years of age during outdoor play. It provides for co-financing the reconstruction of existing playgrounds belonging to nurseries and children's clubs or their additional equipment. It will be necessary to take into account the potential of nature. It is recommended to use as many natural materials as possible to equip the playground, e.g. wicker and wood.
– The subsidy will amount to PLN 300,000 per care institution, regardless of the number of playgrounds the application concerns. No own contribution is required – the Podkarpackie Voivode presented. – Condition: the fee paid by parents for the child's attendance at the nursery cannot exceed PLN 1,500.
Implementation of the task and payment of funds must be started and completed in 2025.
In the Podkarpackie Province there are 290 childcare institutions for children up to 3 years of age, offering a total of 11,619 places, including 123 institutions with 6,350 places within local government units.
